This Cup was initially supposed to be contested between the top 4 sides of the Northern Rugby League, however the top two sides, Wigan and Wakefield Trinity, had depleted playing stocks as they had provided quite a large number of players for the British tour to Australia. So it was decided that it would contain the teams placed 3rd to 6th on the table instead. Billy Morton, a highly regarded athletics promoter in Dublin, was the driving force behind this tournament. The venue at which these games were played was later named in his honour.
